US Postal Service Resumes Package Deliveries from China Amid New Tariff Regulations

The United States Postal Service (USPS) has recently recommenced the acceptance of parcels from mainland China and Hong Kong. This decision followed a brief period of suspension due to the rule changes on import taxes by the former US president, Donald Trump. USPS expressed its commitment to work closely with US Customs and Border Protection to ensure minimal disruption to package deliveries in light of the new trade measures. These measures include imposing tariffs on goods imported from China.

The change in policy resulted in the closure of a loophole that previously allowed small packages valued at $800 or less to be shipped from China to America without incurring any taxes or fees. This exemption had been utilized by many Chinese retailers, including e-commerce giants like Shein and Temu, to ship low-value packages to the US. The same exemption rules also applied in the UK and the European Union (EU), allowing the retailers to reach millions of customers.

This tax exemption has been under scrutiny in recent years due to a surge in parcels being delivered under the loophole. Fast-fashion retailers and sellers of cheap goods have particularly benefited, experiencing significant sales growth. This has raised concerns over the potential undercutting of domestic retailers and governments missing out on possible tax income.

Nick Stowe, the chief executive of Monsoon Accessorize, expressed his support for the changes in the US during an interview with the BBC’s Today program. He voiced his concerns about Shein exploiting this loophole to avoid customs duty, thereby establishing a business of considerable scale.

The new tax rule in America forbids the shipping of low-value products tax-free under the so-called “de minimis” exemption. Following this change, USPS had temporarily stopped accepting parcels from China but resumed services the following day. They stated, “The USPS and Customs and Border Protection are working closely together to implement an efficient collection mechanism for the new China tariffs to ensure the least disruption to package delivery.”

Meanwhile, the European Union, which has been exploring similar measures to the US, has announced that Temu and Shein would be held responsible for the sale of unsafe and dangerous products on their platforms. The European Commission revealed that last year, 4.6 billion low-value items valued below €22 were imported into the EU, with 91% originating from China – a figure that has doubled since 2023.

In the US, nearly half of the parcels entering the country under the de minimis exemptions were sent from China, according to a 2023 report by the US Congress. The new tax rules were already in process under the presidency of Joe Biden before Trump took office. However, Trump extended the tariffs to all goods imported from China, including fashion items and toys.

In retaliation, China announced its plans to impose its own levies and listed PVH, the US company that owns designer brands Calvin Klein and Tommy Hilfiger, on its “unreliable entity” list for alleged discriminatory measures against Chinese enterprises.

The new tax rules have sparked discussions among retailers in the UK, with some urging the government to take action on low-value products being imported tax-free. These rules have significantly impacted the retail market, and it’s imperative to address the situation to ensure a fair and competitive market for all players.
